A frozen line may still be whole: finding exactly where it is frozen, thawing it before it splits, and keeping the next freeze from happening.
01Early signs
A frozen line is not the same problem as a burst one. These are the earliest signs, before anything has split.
A line that has iced over stops flow to whatever it feeds while the rest of the house may work normally. At this stage the pipe is usually still whole.
Exposed pipe running through a crawl space, garage or exterior wall that feels far colder than the rest, sometimes with visible frost, roughly marks where the ice has formed.
A line partly icing over shows up first as pressure that fades rather than stops outright. This early stage is the best chance of thawing a line before it goes any further.
02Right now
None of this thaws the pipe. It relieves pressure and keeps things safe until a plumber can.
Closing the valve that feeds the frozen section, or the main shutoff if there is no closer one, keeps pressure from building behind the ice and limits what happens if the pipe has already split.
Opening the tap the frozen line feeds relieves pressure as the ice begins to move, giving the water somewhere to go rather than building up behind the blockage.
Turning up the heat inside the building warms pipe in exterior walls gradually and is safe to do. Aiming heat directly at a frozen pipe, or leaving a portable heater running in a crawl space, garage or attic, is how thawing starts a fire or splits the pipe, and neither is worth attempting.
Finding exactly where a line is frozen and warming it back up safely, without cracking the pipe or starting a fire, is done with equipment made for that job.

03The real question
A pipe with no flow at all is not the same as one that has already failed. Telling them apart decides what happens next.
A line that has frozen solid stops flow completely but is not necessarily damaged. This is the case with the best chance of being thawed intact, and it is worth having checked before the ice has any chance to expand further.
A pipe that already split while frozen often shows nothing until it thaws and pressure returns, at which point water starts coming from the break. That is the moment a frozen line either turns out to have survived or reveals that it did not.
04The next freeze
A pipe that freezes once is usually one running through an unheated space: an exterior wall, a crawl space, a garage, or an attic, where it has little protection from the cold. Insulating that section and closing off the drafts that reach it addresses the actual cause rather than just the one incident.
A little heat reaching that space during hard freezes helps the same way insulation does, and so does leaving cabinet doors open near pipe that runs along an exterior wall. Both keep the temperature around the pipe from dropping as far as the air outside it.
05Questions
A line with no flow at all is usually still whole. It is once thawing begins and pressure returns that a split shows itself as a leak, which is why the water is turned back on gradually rather than all at once.
Water that cannot be stopped, sewage coming up, no water at all, or a smell of gas: urgent. A drip, a slow drain or a running toilet: worth fixing soon, but not tonight. When in doubt, shut off the water to the fixture and ask.
There is no fixed amount of time. It depends on how much ice has built up and how much room the trapped water has to expand, so the safer path is having a frozen line thawed rather than waiting to find out.
If water is actively leaking, yes: the fixture’s own valve, or the main if it doesn’t have one. A slow drip can wait, but a bucket under it will not hurt.
Insulating exposed pipe in unheated spaces, closing off drafts that reach it, and keeping some heat in those spaces during hard freezes are what keeps the same line from freezing again.
Where the problem is, when it started, what changed, whether the water is off, and the age of the fixture or heater involved. A photo of the problem and of any visible model label helps too.
